Important exception: units first occupied for residential purposes after November 15, 2018 are exempt from the cap entirely — the landlord can raise rent by any amount with proper notice. Rent control also does not apply between tenancies (vacancy decontrol), so a landlord may reset the rent to any amount for a new tenant.
