Both directions of an order are counted, including applications that were dismissed or decided for the landlord. Amounts are what the order directed, not what was shown to have been paid, and orders we have not finished processing are missing entirely.

The tenant applied against the landlords, but the Board found the Residential Tenancies Act did not apply because the named landlords were themselves tenants of a social housing provider and not landlords to the applicant. The tenant's application was dismissed for lack of jurisdiction.
